Edenstone homes have submitted a planning application for the development between Higher Town and Turnpike (also known in the past as the PlaceLand site or SP2).

The Higher Town / PlaceLand development
An application from PlaceLand PLC to build 60 houses between Higher Town and Turnpike was rejected by MDDC's planning committee on 11th July 2018 on the grounds of visual impact, highway safety, and sustainability. This rejection meant that MDDC had to ask for an Implications Report. This report was considered at a planning meeting on 31st July, and the planning committee again rejected the application, on the same grounds as before. The applicants lodged an appeal. An inquiry was due to be held from 28 April to 1 May 2020, but was postponed due to coronavirus restrictions. The appeal was scheduled again for mid August, but was again postponed a few days before it was due to happen. The inquiry was eventually held in December 2020, and the Inspector issued her decision and final report in April 2021. She upheld the appeal so the development will go ahead, but she added a number of conditions which the developers must meet

On 20th September 2021 the developers of the site, Edenstone Homes, had an informal meeting with the Parish Council to discuss how best to share their plans with, and gather views from, Sampford Peverell residents, as crowded public meetings are not currently covid safe. They will set up a website and will let us know the details when it is ready. Notes from this meeting can be read here

The Greater Exeter Strategic Plan
The local authorities of East Devon, Exeter, Mid Devon, Teignbridge were working with Devon County Council to develop a plan for the whole area concerning homes, jobs, the environment etc., with a particular emphasis on finding places to build homes for those who work in Exeter. The GESP suggested building 2200 homes in Sampford Peverell. This was discussed by Mid Devon District Council on 26th August. Because East Devon had pulled out of the plan MDDC were advised that the GESP was no longer valid so they voted to work with neighbouring authorities to draw up a new plan, starting from scratch. So far (Sep 2021) there is no further news on this.
